Controlling Officers urged to reverse irregularities in future audit instances

The Ministry of Finance says it will not hesitate to evoke the sanction provisions of the Public Finance Management Act against erring Controlling Officers and other public officials who overlook regulations about handling and utilization of public resources.
Secretary to the treasury Fredson Yamba has urged Controlling Officers to ensure that the irregularities pronounced in the auditor general’s report begin to get reversed in future audit instances.
He was speaking to Controlling Officers during the official opening of a sensitization seminar on the New Public Financial Management Act in Chisamba yesterday.
Accountant General Dr. Dick Sichembe said in his presentation that the Ministry has embarked on an asset registration exercise for all public assets and stores in order to strengthen accountability, oversight, management and control.
Meanwhile, The Luapula Province Permanent Secretary has cautioned controlling officers in provinces that are holding investment Expo’s to be on high alert and ensure that all resources are properly accounted for.
Dr. Buleti Nsemukila says this includes resources donated by the private sector and other well wishers.
He says Controlling Officers need to build their financial governance team through close collaboration with accounting, auditing and procurement personnel.
The P.S has further Warned his fellow Controlling Officers against disregarding advice on financial management matters.
Dr. Nsemukila was speaking at a Controlling Officers Seminar arranged by the Office of the Accountant General in the Ministry of Finance aimed at helping the delegates to appreciate the overview of the Public Finance Management Act, No. 1, 2018.
The seminar was also reviewing the financial and stores regulations to bring them in conformity with the new Act and further strengthen internal control systems in the management of public resources
This is according to a statement issued to Money FM Radio by Ministry of Finance Head of public relations Chileshe Kandeta.
