The Policy Monitoring and Research Center -PMRC says effective management of public resources is essential in the development of any nation.
According to the PMRC 2018 yearly analysis report, the center says management of public resources still remains a challenge in Zambia with some public entities failing to account for funds or give full and accurate accounts of their activities which is in violation of the laws of Zambia.
PMRC Executive Director Bernadette Deka says Zambian Government allocates public resources to parastatal bodies and statutory institutions as they have an important role to play in service delivery.
Ms Deka says the corporate governance issues faced by parastatals bodies and Statutory institutions are not actualizing, efforts being made by govern to address the inefficiencies of the institutions.
MS Deka has also stressed the need for government to increasing investment in Independent Power Producers in an effort to develop the energy capacity as it undergoes fiscal consolidation in response to high debt levels.
She says if the route is taken it will accord government an opportunity to meet increased demand in a way that protects fiscal spending and ultimately promotes long-term economic growth.
She adds that Independent Power Producers offer a sustainable route to increased energy capacity across Sub-Saharan Africa, where public and utility financing has traditionally been the largest source of investment in power generation.
Ms Deka says IPPs currently make up a small but growing part of Zambia’s energy portfolio through plants ranging in capacity from a few megawatts to around 300MW.
