PMRC nods Land Titling launch

Policy Monitoring and Research Centre (PMRC) says the launch of the National Land Titling program has the potential to generate domestic revenue which is vital for economic growth.

Responding to a press query sent by Money FM News, Organization Researcher Leya Tembo noted that the program will also increase the issuance of land titles which will protect property rights, facilitate land transactions, and enable land to be used as loan collateral which will facilitate development.

Ms. Tembo stated that PMRC is happy to note that government has considered the organization’s 2021 budget expectation in which it called for the implementation of the land titling program as a way of accelerating the country’s domestic resource mobilization.

“Land in Zambia is divided into state land and customary land, where state land comprises about 6% and 94% of the land is owned under customary law. The Land titling program will ensure that private individuals are given formal property rights for land which they have previously occupied informally or used on the basis of customary land tenure.”

“PMRC through its 2021 budget expectation submission called for the implementation of the land titling program as a way of accelerating the country’s domestic resource mobilization. We as an institution are glad that our recommendation was taken upon, as the program has the potential of generating domestic revenue which is vital for economic growth,” Ms. Tembo said.

She further commended Government on the launch of the National Land Titling program, which she said has come at opportune time.

And Ms. Tembo stressed the need for sensitization and awareness programmes to inform the general public, especially youths and the women, on the importance of land titling for the effective implementation of the exercise.

“Moving forward, PMRC would like to recommend the following for the effective implementation of the National Lands Titling program; there is need for the decentralization of the lands titling process which will reduce cost of applicants as well as improve compliance.”

“The draft Land Policy must be implemented expeditiously as it will provide a roadmap for land administration in Zambia,” she added.


Last week, Minister of Lands and Natural Resources Jean Kapata disclosed that government will deliver 4 million land titles across the country which currently stands at three hundred thousand.

Officiating at the launch of the program, Ms. Kapata said the project will be undertaken by her Ministry in collaboration with Medici Land Governance on a fee based contract in a period of 7 years.

And Medici Land Governance Manager Didier Sagashya revealed that USD22 Million has been set aside for the Land titling program in the first year of the exercise, and funds will be increased as the activity progresses.
