Small Scale Miners nods 30% Black Mountain allocation

• The move will have immense benefits to the province and country as a whole.
• Government still owns part of the portion to be managed by IDC.
• Processing plants will be taxed by ZRA.

Small Scale Miners Association of Zambia says government’s move to allocate 30% shares of the black mountain to the youth on the Copperbelt will greatly contribute to the national treasury on a large scale.
Speaking in an interview with Money FM News, Association President Kunda Chani said the allocation is of immense benefits to the Copperbelt Province and the country as a whole.
“The position of government on that issue is that it is not only meant for youths, what we have is the setup, the setup is structured in such a way that possibly the big beneficiaries out of this is the youths but the allocation of this particular black mountain is that it stands to benefit the province and the country as a whole.”
“We want to simplify it as an association so that the Zambian citizens do not misunderstand the position of government on the matter,” Mr. Chani said.
Mr. Chani stated that government has made it clear that they also have a portion from the 30% allocation of the black mountain which will be managed by Industrial Development Corporation (IDC) as the raw material that the youth will be removing from the mountain will be going through processing plants to be taxed by the Zambia Revenue Authority (ZRA).
He added that the Association is overwhelmed that the 30% allocation will stand to benefit the national treasury and has thanked the Ministry of Mines for considering young people in the province.
“Government has categorically indicated that even them they have a portion which they will manage under Industrial Developmental Corporation (IDC) and then the youths, what will happen is the material that they will be moving from the black mountain will be going to processing plants and these processing plants will be taxed by government through the Zambia Revenue Authority ZRA.”
“Looking at the bigger picture and trickledown effect, that is what excites the association, the association is excited on the basis that this particular black mountain, the 30% that has been given stands to benefit the national treasury. That is why we wanted to enlighten the nation that everybody, the bigger chunk of the Copperbelt province and Zambia as a whole stands to benefit from this particular allocation,” he added.
Ministry of Mines Permanent Secretary, Barnaby Mulenga recently said Government is considering giving out its 30 percent shares in the black mountain to the youth in Kitwe following the High Court Judgment that allowed it to pull out of its partnership with Nkana Alloy and Smelting Company Limited.
