Former Community Development and Social Services Minister Arrested over Social Cash Transfer Programme Scandal

A Joint Investigations Team (JIT) has arrested former Community Development and Social Services Minister, Emerine Kabanshi for unduly influencing the engagement of Zambia Postal Services Corporation (ZAMPOST) as payment service provider under the Social Cash Transfer Programme.
DEC Public Relations Officer Theresa Katongo says the JIT comprising of Anti-Money Laundering Investigations Unit (AMLIU of the Drug Enforcement Commission (DEC) and the Anti-Corruption Commission (ACC) arrested Ms. Kabanshi for Abuse of Authority and office.
Ms. Katongo says Kabanshi is also accused of directing the extension of the ZAMPOST scope of works under the Social Cash Transfer Programme to include areas which were not covered in the initial contract.
She says in a statement that the act allegedly commited by the former minister is damaging to the interests of the government and the beneficiaries under Programme.
Ms. Katongo adds that the 54 year old is also believed to have directed the rescission of the termination of the contract between ZAMPOST and the named Ministry.
She says the suspect is on Police bond and will appear in court soon.
Kabanshi was fired from her office as minister of Community Development and Social Services in a social cash transfer scandal with ZAMPOST Post Master General Mcpeherson Chanda in September 2018.
