Secretary to the Treasury says the 2019 Auditor General’s Report did not record any misappropriation of public funds.
Speaking before the Parliamentary Accounts Committee (PAC) when he submitted a report on the account of the Auditor General for the financial year ended 31st December 2019, Fredson Yamba attributed the development to the enactment of the Public Finance Management Act Number 1 of 2018.
Mr Yamba explained that the 2019 Auditor General’s Report shows a substantial decrease in the value of a number of issues queried on in the document, among them overpayment, irregular payments, wasteful expenditure and undelivered materials among others.
He noted that even in the 2018 Auditor General’s Report there were some insignificant amounts of misappropriation also attributed to the enactment of the Public Finance Management Act Number 1 of 2018.
“There was no misappropriation of public funds recorded in the 2019, and it must be noted that even in the 2018 report they were some insignificant amounts of misappropriation,” he said.

He said according to the report queries relating to overpayment decreased from K15 million reported in the 2018 Auditor General’s Report to about to about K1 million in 2019 indicating a 93 percent drop.
Mr Yamba also noted that irregular payments decreased from over K12 million in 2018 to about K8 million in 2019 indicating a 30 percent decline.
He however said that wasteful expenditure increased by over K1 million in 2019, from over K3 million in 2018.
