ACC arrests Bowman Lusambo for corrupt practices

• Bowman Lusambo has been charged with one count of being in possession of a property reasonably suspected to be proceeds of crime.
• He possessed property number F/609/E/44/B/9 comprising of a single story four-bedroom house and a guest wing in Chamba Valley.
• Lusambo has been released on bond and will appear in court soon.

Anti-Corruption Commission (ACC) has arrested and charged former Kabushi Member of Parliament for being in possession of a single story four-bedroom house reasonably suspected to be proceeds of crime.
Commission Head of Corporate Communications Timothy Moono revealed in a statement that between 1st May 2015 and 31st December 2021, Bowman Lusambo jointly and whilst acting together with other unknown people possessed property number F/609/E/44/B/9 comprising of a single story four-bedroom house and a guest wing located in Chamba Valley, reasonably suspected to be proceeds of crime.
He said Mr. Lusambo has since been released on bond and will appear in court soon.
“Mr. Bowman Lusambo of Lusaka’s Chamba Valley area has been charged with one count of being in possession of a property reasonably suspected to be proceeds of crime contrary to section 71 sub section (1) of the Forfeiture of Proceeds of Crime Act No. 19 of 2010,” Mr. Moono stated.
Meanwhile, Mr. Moono revealed that the Commission in Mongu has arrested and jointly charged Director for National School of Government Sineva Kabenja and Director of Finance Public Service Management Division (PSMD) Fides Muntengwa for corruption involving K20, 000.
He explained that in October 2021 in Mongu, the duo being Public Officers namely Assistant Secretary and Principal Accountant at Western Provincial Administration, willfully failed to comply with applicable procedures or guidelines relating to the incurring of public expenditure, when they signed a payment of K20, 000 on Cheque No. 002907 to a named Hardware in the district for building materials which were not supplied.
He said the duo have since been released on bond and will appear before court soon.
“Sineva Kabenja 48, of Chalala area and Fides Kalangwa Muntegwa 54, of plot No. 26663, Lilayi in Lusaka have been jointly charged with one count of Willful Failure to Follow Applicable Procedures or Guidelines relating to procurement, Contrary to Section 34 (2) (b) as Read with Section 41 of the Anti-Corruption Act No.3 of 2012,” he added.
