Anti-Corruption Commission (ACC) has arrested a Zambia Air- Force (ZAF) Warrant Officer Class 1 for possession of properties suspected to be proceeds of crime worth over K7, 720,000.
In a statement, Commission Public Relations Manager Timothy Moono said Albert Likezo Siyunda, 54 of Lusaka’s New Kasama area, in Charge of Cashiers at the Zambia Air Force Headquarters, was arrested and charged with seven counts of possession and concealment of property reasonably suspected to be proceeds of crime contrary to the Laws of Zambia.
Mr. Moono explained that between 1st January 2020 and 31st December 2021, Siyunda possessed six residential houses which were concealed and registered in his wife’s name, Nandina Lyatamani aged 44, and one residential house in his own name.
“Two of the properties are located in New Kasama worth about K3million, a block of two flats in Mutendere-East worth about K1,200.000.00, a house in Chalala area worth about K500,000.00, a house in Lilayi worth about K670,000.00, a house in Mutendere-East worth about K600,000.00 and another house in Ibex worth about K1,550,000.00. Investigations have revealed that Siyunda engaged a construction company to construct some of the houses for him while other houses were bought with cash, “he said.
He added that Siyunda’s wife has also been arrested and charged with seven counts of possession and concealment of the said property reasonably suspected of being proceeds of crime, adding that duo has since been released on bond and are expected to appear in court soon.
Meanwhile, Mr. Moono revealed that the Commission has recorded a warn and caution statement from former Ministry of Housing and Infrastructure Development Permanent Secretary, Charles Mushota and former Chief Procurement and Supplies Officer at the same Ministry Dorothy Katongo, over irregularities in the procurement of a building at over US$5 million.
He said it is alleged that the two, facilitated the procurement of the building without clearance from the Government Valuation Department and failed to ensure that adequate funds were available prior to initiating the procurement process contrary to the provisions of the Public Procurement Act No. 12 of 2008.
“Further, allegations are that the duo did not establish an Evaluation Committee to evaluate the bid submitted by Zamworth as prescribed in Regulation 114 (a) of the Public Procurement Regulations of 2011, and that they further inserted a clause prohibited by law in the contract, stating that a compounded interest of 5% per month would be charged to the Ministry for any unpaid balance. This clause was neither subjected to negotiation with Zamworth nor was it authorized by the Ministerial Procurement Committee,” he revealed.
Investigations into this matter are on-going.
