Lusaka businessman nabbed for possessing more than one passport

• Department of Immigration has arrested Mr. Harry Findlay for holding more than one passport under his name.
• Investigations later revealed that he had four Zambian Passports under his name, two of which he is yet to avail to the Department.
• He is currently detained at Ridgeway Police Station pending Court appearance.

Department of Immigration has arrested a Lusaka businessman for holding more than one passport under his name, giving false information, and possessing a passport bearing a fake entry endorsement stamp.

Immigration Public Relations Officer Namati Nshinka revealed that on 3rd October 2022, Harry Findlay 59, of Lusaka’s State Lodge, had in his possession two Zambian Passports, with one bearing a fake entry stamp endorsement dated 23rd September 2022.

Mr. Nshinka explained that on dates unknown but between 1st January to 14th March, 2017, Mr. Findlay knowingly made a false representation to obtain a new Passport, purporting that he had lost the other travel document, when in fact not.

“Department of Immigration has arrested Mr. Harry Findlay for holding more than one passport under his name and knowingly making a false representation to obtain a passport, contrary to sections section 22 (1) and 23 (1)(a) of the Passports Act, 2016, respectively. He was also charged for a fake entry stamp endorsement in one of his passports contrary to section 52(4)(e) of the Immigration and Deportation Act Number 18 of 2010.”

“Particulars of the offences are that on 3rd October 2022 in Lusaka, Mr. Harry Findlay had possession of two Zambian Passports, ZP032178, and ZP013259. Further, his passport number ZP032178 bore a fake entry stamp endorsement dated 23rd September 2022. Furthermore, on dates unknown but between 1st January to 14th March, 2017 he knowingly made a false representation to obtain Passport Number ZP021382 when he purported that he had lost his Passport Number ZP013259, when in fact not,” Mr. Nshinka stated.

He added that Mr. Findlay was apprehended yesterday around 13:00 hours, by a Department of Immigration-led team of Officers from various security wings, at the Anti-Corruption Commission Headquarters, where he was appearing for questioning.

Mr. Nshinka said investigations later revealed that he had four Zambian Passports under his name, two of which he is yet to avail to the Department.

“The Officers moved in following investigations into a report that Mr. Harry Findlay held multiple passports under his name, which is prohibited under the Passports Act, 2016. He is currently detained at Ridgeway Police Station pending Court appearance,” he added.

Last week, Drug Enforcement Commission (DEC) through its Anti-Money Laundering Investigations Unit jointly charged and arrested Dessislava Findlay and Harry Findlay for Money Laundering involving over K40 million.
“Details of the matter are that Dessislava Findlay and Harry Findlay, in their capacity as Directors in Twatotela Properties Ltd jointly and whilst acting together with other persons unknown, on dates unknown but between 1st January 2016 and 31st December 2021, did receive money amounting to K386, 000.000.00 through Findlay and Associates Law firm, money reasonably suspected to be proceeds of crime.”
“Dessislava Findlay has also been charged and arrested for Gratification paid to a known government former official amounting to K4,110,256.03 contrary to Section 29 of the Anti-Corruption Act No. 3 of 2012 of the Laws of Zambia.”
