Oil Marketing Companies Association of Zambia (OMCZ) has called on government to come up with a legal framework that will protect interests of Zambians and the Petroleum sub-sector when awarding fuel tankers to Oil Marketing Companies (OMCs).
Speaking in an interview with Money FM News, Association President Dr. Kafula Mubanga stated that the legal framework should also speak to the reduction in the fuel pump prices.
And Dr. Mubanga commended government for recovering K15 million from the first 50 fuel tankers that were given to two Oil Marketing Companies as part of an empowerment initiative.
He has called for further recovery of every other proceed that is supposed to be given back to the state, stating that if government invests the recovered amount of money, ultimate beneficiaries should be the end users.
“We support government, and we urge government to further recover every other proceed that is supposed to be given back to the state and also ensure that the Minister of Youth, Sport and Arts should put up a legal frame work that protects the interests of the Zambian people and the sub-sector and it directly speaks to the reduction in the pump price, and if government invests that amount of money, the ultimate benefits should be to the end users.”
“That is the first direction the government needs to undertake, to recover what belongs to Zambian people and that the process of empowerment must not only be political,” Dr. Mubanga said.
And Dr. Mubanga called on government to ensure that all OMCs who were involved in the dubious process of awarding fuel tankers are held accountable.
“OMCs who were involved in the dubious process of these awards must be brought to book and must be held accountable because at that particular time the Ministry must have come up with a policy.
“The awarding of those tankers to those OMCs lacked a legal framework, we expect that this government will hold those accountable and recover the money that is due to the Zambian people,” he stated.
Last week, Minister of Youth, Sport and Arts Elvis Nkandu revealed that his Ministry has recovered K15 million from the first 50 fuel tankers that were given to Kapesika Energy and another Oil Marketing Company as well as over K2 million from beneficiaries under the youth empowerment program.
