Zambian Association of Citizen Contractors (ZACCO) has called on government to urgently engage stakeholders in the construction sector to discuss modalities and guidelines of subcontracting works from the Public Private Partnerships (PPPs).
Speaking to Money FM News, Association General Secretary Danny Simumba said there is need for Zambians to participate in projects that are earmarked for construction through the PPPs such as the Ndola-Lusaka road as well as Chingola-Chililabombwe road, among others.
Mr. Simumba explained that even if the main concessioners are coming with their own money to invest in such projects, the resources will have to be repaid by Zambians while local contractors will contribute to the repayment through toll fees.
“We would like to call on the new dawn administration to quickly convene a meeting of stakeholders in the construction sector to discuss modalities and guidelines of subcontracting works from the triple P projects that the new dawn intends to offload. We have projects that are earmarked to be done through the triple P model such as the Ndola-Lusaka road, the Chingola-Chililabombwe road and others. We feel that the Zambians must participate in these projects,” Mr. Simumba stated.
He added that if the investors invest in the country, their money will still be recovered and the recovery will be from the Zambians.
“Us the contractors as well we will contribute to the repayment to these people through payment of toll fees. So this money even if they are investing, they will still recover and the recovery will be from the Zambians themselves.”
And Mr. Simumba urged government to put in place modalities to include Zambian contractors in projects under the PPPs, as the argument that sub-contractors cannot be included on such projects is not justifiable.
“Government must put in modalities to enhance or include Zambian contractors in these projects even as they are coming with their own finances because ultimately, it’s the Zambian people who will repay. So the argument that we cannot include sub-contractors on these projects is not justifiable. So we demand that Zambian stakeholders in the construction sector should be part of this deal.
