DEC nabs Zambian national for importing over 4.5 kilograms of heroin

• Andrew Kalilo was apprehended at Kenneth Kaunda International Airport in Lusaka.
• He was coming from Benin via Addis Ababa on an Ethiopian Airlines flight.
• A search of his luggage led to the discovery of 4.708 kilograms of heroin that was concealed in tablets of soap.

Drug Enforcement Commission (DEC) has arrested a 22 year old Zambian national for trafficking in over 4.5 kilograms of heroin.

Commission Public Relations Officer Hussein Khan revealed that Andrew Kalilo of Lusaka’s Matero Township, has been charged and arrested for Trafficking and Importation of Narcotic Drugs contrary to the Laws of Zambia.

Mr. Khan explained that the suspect was apprehended at Kenneth Kaunda International Airport in Lusaka as he was coming from Benin via Addis Ababa on an Ethiopian Airlines flight and a search of his luggage led to the discovery of 4.708 kilograms of heroin that was concealed in soap tablets.

“The Commission has charged and arrested Andrew Kalilo for Trafficking in Narcotic Drugs and Importation of Narcotic Drugs contrary to sections 15 and 16 respectively of the Narcotic Drugs and Psychotropic Substances Act No. 35 of 2021 of the Laws of Zambia.”

“Andrew Kalilo aged 22 of house number 1050 Sugar Road in Matero was apprehended at the Kenneth Kaunda International Airport in Lusaka as he was coming from Benin via Addis Ababa on an Ethiopian Airlines flight. A search of his luggage by Drug Enforcement Officers led to the discovery of 4.708 kilograms of heroin that was concealed in tablets of soap,” Mr. Khan stated.

Meanwhile, Mr. Khan disclosed that the Commission has apprehended Allan Muvundo 29, who had escaped from the DEC premises on 15th July 2022, and a body search conducted on him led to the discovery of 0.57 grams of cocaine and one round of ammunition.

“A search was also conducted at a house in Kalingalinga where a pistol was recovered with four rounds of ammunition. Another pistol with 17 rounds of ammunition was recovered in Mumbwa. This is the pistol Muvundo brandished when he escaped from the DEC premises and in the process shot an innocent bystander in the arm.”

“Muvundo aged 29 of Kalundu in Lusaka has since been charged and arrested for; Trafficking in Narcotic Drugs, Disorderly Conduct at Drug Enforcement Commission Premises contrary to section 64 (k) of the Narcotic Drugs and Psychotropic Substances Act and Escaping from Lawful Custody contrary to section 119 of the Penal Code Chapter 87 of the Laws of Zambia. The case of the shooting of the bystander is being investigated by the Police.”

He said the two are detained in lawful custody and are scheduled to appear in court soon.
