Ernest and young, an assurance, tax, transaction and advisory services company notes that the introduction of the Zambia revenue Authority as an interim industry regulator for casinos conflicts with the authority’s role of collecting taxes.
The Company says the proposal is a cause for concern as the ZRA’s role as a regulator may prejudice the rights of Tax Payers in the sector.
It adds that the compliance requirements of the tax authority as a regulator may also prejudice taxpayers in the sector in their normal tax dealings with ZRA.
This follows the proposal in the 2019 national budget to appoint the Zambia revenue authority as the interim regulator and to abolish the twenty percent casino levy and introduce a new tax regime on casino, lottery, betting, and gaming.
