Zambia Statistics Agency (ZamStats) has disclosed that an initial amount of K2, 894,310 has been disbursed to clear all enumerators who have been verified on bank statement.
In a statement, Agency Interim Statistician General Mulenga Musepa explained that thorough verification of the bank statements to identify bouncing cases of enumerators has been done and the names of those indicated as bounced have been compiled for all the 10 provinces.
Mr. Musepa further stated that it has been actively engaged in resolving the issue of outstanding payments, which include training allowances as well as 40% and 60% enumeration allowances.
“As at end of December 2022, the Agency had paid an estimated 44,000 enumerators and supervisors various training and field allowances throughout the country.”
“The Agency is still dealing with reported omissions, missed, bouncing and replacements payments. Zambia Statistics Agency has been actively engaged in resolving the issue of outstanding payments, which include training allowances as well as 40% and 60% enumeration allowances. Thorough verification on the Bank statements to identify bouncing cases has been done and the names of those indicated as bounced have been compiled for all the 10 provinces,” Mr. Musepa stated.
He said in view of the continued challenges with online payments in some cases, the Agency has decided to settle outstanding payments in cash, adding that it is committed to ensuring that few outstanding and verifiable claims are settled.
Mr. Musepa noted that Provincial Accountants have been instructed to ask the claimants who do not appear on the Statements of bounced payments as provided by Zanaco (Zamstats Banker) to provide bank statements from their respective banks in order to verify that their allowances were not received.
“Further, Provincial Accountants are also engaging the bank managers for the respective branches to verify that money paid to the enumerators is not in suspense account, without the beneficiaries knowing as there have been reported cases of monies sitting in suspense accounts,” he added.
Meanwhile, Mr. Musepa revealed that Zamstats awaits the completion of the vetting and subsequent recommendations by the security wings for an estimated 300 claimants under the Lusaka district Census redeployment programme.
“Zambia Statistics Agency would like to take this opportunity to assure the affected enumerators that it is committed to ensure that the few outstanding and verifiable claims will be settled.”
Mr. Musepa said for the field staff who did not return the lost items, the Agency invoked the contractual requirement by deducting the costed value of the item from the outstanding balance.
