Zambia Land Alliance has called on government to speed up implementation of a forensic audit of the Land Registry in order to unearth all illegalities and punish offenders.
Alliance Executive Director Patrick Musole told Money FM News that if government delays the implementation process, evidence will be wiped out because perpetrators are still within the system.
Mr. Musole further urged government to implement the roadmap of enhancing the security of land management information system with support from Smart Zambia so as to prevent unauthorized access and manipulation of data.
“We wish to make the following recommendations as a way forward: Prioritize a national land audit to establish how much land is currently available under statutory and customary tenures. Since 1995 huge parcels of customary land have been converted to statutory tenure. Various independent researchers have estimated customary land to have been reduced from 94% to anywhere between 80% and 65%,” Mr. Musole said.
He also stressed the need to urgently conclude review of the National Land Policy and commence the process of legislative amendments, noting that some of the challenges being experienced in land administration are due to inadequate laws.
“Due to lack of national land audit, we do not know exactly how much customary and state land we currently have as a country, which is terrible for planning and decision making,” he added.
